There really is no easy way of synchronizing a folder with multiple users.
Assuming you have an Exchange Server, simply grant everyone Reviewer rights
on that mailbox's Contacts folder, and then everyone can see it. Also, you
could put the contacts in a public folder, and that can be synchronized for
offline use.
