LAN recognition latency is very long

Hı,
I'm using Windows 2000 Pro with SP4 and i have to confess that when
comparing with XP.

After Windows 2000 is opened sucessfully WITHOUT any LAN cable
connected to NIC adapter, then when you plug ethernet cable to NIC
using with also static IP, LAN icon (network) in system tray waits
very long to recognize Local Network Connection. But if you disconnect
and plug it for SECOND, the LAN recognition time is much more less.

XP is faster than 2000 about recognizing LAN connection after start-up
or after-cable connection.

Any comments will be welcomed.

Did you use the newest drivers for the NIC from the vendor?

Is this an AD domain? If so what IP address do they point to for DNS?

Just connectting cable to establish connection between my ip and
router (LAN).
Also i do not think it's driver related, in fact there's no problem
about it, it is just a determination about recognition, maybe 2k's
intervals are different than XP's.

It's just a LAN betwenn NIC and router(static IP also), no special
server connection. Just wanted to indicate XP recognizes faster than
2k.
