What does it mean if you can access shared files on another
machine on the LAN, but the machine doesn't show up in
Network Places?

Nor in a listing of //

Said machine being recently powered on, so perhaps something
has to update itself, but what?

It generally shows up, so it's not a setup problem.

Hitting View/Refresh in Network Places doesn't help.

How are the files accessed Like \\PC\folderfile or \
\192.168.1.1\folder\file?

Check your anti-virus software for any possible configurtaion that
might behave like a firewall. These are usually used to block
Internet worm style viruses.
