LAN but not Internet connection

I would like to connect one of our home PCs to our home
LAN to give other users access to it's files and printer.
However, I do not want this PC to have access to the
Internet.

Any suggestions on how I can achieve this set up?

I just bought a new router to answer your question

I do not believe it is possible to restrict access to only select computers on your network to the internet with a normal router. but with my "D-Link Dl-624" router you can, i don't know if there are any others like this, there probably are. looking through the help section i came across this.

"Filters
Filters are used to deny or allow LAN computers from accessing the Internet. Within the local area network, the unit can be setup to deny Internet access to computers using the assigned IP or MAC addresses. The unit can also block users from accessing restricted web sites.

try looking around in your router settings for something like that, or find a new router that has that feature.. otherwise i don't know how you'd restrict access to the internet
