Just recently my cursor will not be available but instead I have the
hourglass as if I am waiting for a process to finish.Does anyone know what is
wrong and how to fix this? Thanks.

You need to find out what's running in the background. It could be
anything, legitimate or malware. There is simply no way for me to even
guess because you've provided no information about your computer at all.
Normally I'd suggest right-clicking on an empty area of the Taskbar and
then left-clicking on Task Manager to see what programs/processes are
running but if you can't get control of your cursor, you won't be able
to do that.

General troubleshooting steps:

1. The First Question Of Troubleshooting: what changed between the time
things worked and the time they didn't?

2. The Second Question of Windows Troubleshooting: what is the
malware/virus status of the machine? If you think it is clean, what
programs (and versions) did you use to determine this?

Be sure the computer is clean:

3. If the computer is virus/malware-free, do clean-boot troubleshooting:
