Is it possible to create a L2TP/IPSec connection between and XP Pro system
and a Windows 2003 RRAS server?

Yes it is possible.

Check the "Deploying L2TP/IPSec-based Remote Access" section in the

The VPN client in XP needs to be configured to use L2TP VPN connection.
