When Windows starts it asks you to enter a name and password.
For every user that is known to the system there is is set of rights
connected to that user. Things he may or may not do, maps he may or may not
have access to.
Some users have full access to the windows system. Those users have so
called administrator rights.
You can check what rights are related with your username:
start/settings/control panel/Users and Passwords
If you do not already have administrator rrights you can only get them is a
user who has administrator rights gives you admin rights.
Every windows2000 system has a user that has administrator rights. The
default username for that user is administrator. When windows2000 is
installed the system asks to enter a password for that administrator.
