I cannt install it on Windows Server 2003 R2. Any idea?

KMS for Server 2003 SP1 is supported on Server 2003 R2.
I have just done a test install to an R2 system and the install of the
package completed successfully.
Check with your administrator to ensure there are no GPOs or other security
polices active that may prevent your ability to install this.

I found this:
Confirm that the local Administrators group has the "Manage auditing and
security log" right on the local computer--e.g., go into the Local Security
Policy MMC and make sure "Administrators" have this right.
and now working.
