I have a computer savy 13 year old who is obsessed with
the internet; is their any way I can setup a seperate
account for her without the internet, and keep my own
access?
 
If you have a dial-up or PPP connection, then make her account a member
of Guests, or have her use the Guest account.
 
another way - set her up as a limited user, and uncheck the box in the
administrator's (yours?) internet connection that allows connection for all
users on the pc

Also password-protect your account and the Administrator Account so she
can't change anything.
 
I can not click the make this folder private check box.
It is there, but not available.

Your Windows XP and Documents and Settings are on Drive C:? If yes, right
click the icon for this hard drive, select Properties. What is shown for
File System? If FAT32, the ability to make the folder private will not be
available. NTFS is required to use the extra security features of XP.

It is possible to convert the file system to NTFS. See this article for
