Is it possible to track keystroke history on windows 2000 without purchasing
a program or hardware device? if so how would i go about doing this with only
limited access to my pc? i.e. i do not have access to an administrator
profile.

If you do not have admin privileges, it isn't your computer. Someone
else is in charge of setting up and maintaining that host, so ask them
about what software they will permit on their host.

You'll have to find another way to spy on the other users. Without admin
privileges there is nothing you can do.

You are in the wrong forum.

You are obviously trying to circumvent the security of a system that you are
not supposed to have access to.
