I have the same problem! It seems the keyboard mapping has
swapped the " symbol with the @ symbol. I.e. Shift 2
gives '@' and Shift ' gives '"' should be the other way
around! Does anyone have any idea how to rectify this?
I've checked the regional settings and all is OK and set
to English UK.

If you have an NVIDIA video card, try reinstalling the drivers. I know -
sounds strange, but it is a known problem with NVidia drivers.

Also, you may want to check for spyware/trojans.

Be sure to check all of the settings in Regional and Language Options.
After bringing up the main screen and checking the language on the Regional
page, click on Languages. In section "Text Services and Input Languages"
click Details. Select input language at top and set language for text
services and keyboard in the middle section.
