Keyboard won't work once Windows starts, but will in BIOS?!

I know what I'm doing around computers most of the time so this isn't some stupid question (I hope). I just brought my computer back from college, where I use a Logitech Elite USB keyboard and their comparable Logitech USB mouse. I didn't bring those back up home, I only took my tower. Upon starting my computer I am able to use my mouse but my keyboard does not function. I can't do anything in the control panel because I am unable to enter the password to access my acount.

However, my keyboard does work before windows loads. The Num/Caps/Scoll lock lights all light up as it first boots, and I am able to use it to navigate my BIOS. I notice that once Windows boots the Numlock light is always on (by default I guess) and I am unable to turn it off.

If anyone has any idea what to do it would help me a lot. I've tried a USB keyboard, which didn't help. I don't have another PS/2 keyboard available now but I don't think that's the issue because it works in the BIOS and I used it for this computer for years.
 
Something to try,

in your BIOS setup there might be an option to completely disable the USB
ports. You might try that, it might
cause Windows to declare USB keyboard not there and try the regular PS/2
keyboard again.

This fixed the problem for me.
Go into accessiblity option in the control panel and uncheck sticky keys, toggle keys and filter keys.
This worked on a Dell desktop. If you need any of the optiions add them one at a time.

Sorry missed the part about the contriol password when I first read our post.
On my system it woulkd take up to 30 minutes but eventually the keyboard would kick in. Prior to that I could cut and paste one letter at a time with the mouse to enter password etc.
