In ag had this to say:
My reply is at the bottom of your sent message:
How is it possible to change the keyboard layout setting of the login
panel
Thanks
AG
I see you scattered this question all over and the information I'm about to
give you is not something I've tried...
Depending on how you've set it - ALT + SHIFT will change the keyboard layout
at the login panel according to David Candy I think??? It's just an odd
conversation that started to go off topic a bit that I had with him if I
recall. My memory isn't too clear and it's been a long time? Or maybe not so
long? I also believe it was for XP though I suspect the keystroke
combination is identical in 2k. Give that a shot and see if that will do for
you. Better yet, let us know exactly what you're hoping to accomplish and
why you're hoping to accomplish it and stick to a single newsgroup:

So, well, it's not something I've personally tried but reading your message
over and over again triggered something so, perhaps, that's the solution. I
usually keep good archives of everything I've ever emailed anyone or
submitted to Usenet. (Thousands and thousands of emails, posts, etc - all
neatly archived actually.) Nothing is showing in there so maybe it was the
last spoken as it's not likely that I'd have snipped it out of an answer.
Some watered down stuff:
