Keyboard repeat is changing every day

Each morning when my coworker comes in and boots up his computer, his
"keyboard repeat rate" is set very low. He changes it and works for the
day but when he comes in the next morning it is set to slow again. He is
pretty tech-savy and has looked through his registry and the bios on the
Dell laptop.

Can anyone figure out why this is happening and how to correct it?

This would happen if the registry location below had read-only access for
the current user. You need to give him full access. It could also happen if
you had a script running automatically that forces the keyboard speed to a
low value. Setting it manually in the registry, then forcing read-only
access for everyone will let you walk around this problem.
