After loggin off, the PC must be restarted by first powering off then,
powered on to start everything over. What is proper subject procedure for XP
and avoiding shut down sequence?

I don't know. I have an old style system that does not power off unless I
push the physical button. I think the software-power-off way of doing things
is stupid. I think there is a wire somewhere in the system board that can be
disconnected but that depends on your hardware. I think there should be a
BIOS option or something such as that to disable software power-down.

Are you sure there is not a Restart option instead of turning off the
computer? I don't know, but perhaps you could get that if you set up your
system for multi-boot. I don't know; that is just a guess.
