Keyboard problems with Win 2000

When Windows 2000 loads from a "cold" boot, my keyboard
doesn't work. When I then select restart and then do so,
the keyboard is detected and the keyboard works fine.
The bios doesn't show any errors and I can access the
bios without problem each time. The keyboard is a MS
Keyboard connected to the PS/2 port. This only started
happening after I had to replace the HDD because it
failed. I had to update the BIOS to recognise the new
HDD and then install Windows. Any idea what's going on?

I would try a different keyboard.
