Keyboard & mouse lock up

The keyboard & mouse lock up often. I just upgraded from 98 to xp. I think there's too many programs running in the backround. I have all programs turned off at start up, But I'm not sure what programs i can turn off in the backround and still be working properly

my enter button on my keyboard only works when it wants
