Keyboard layout problems

Hi everyone. Windows XP had a problem with Persian keyboard layout since the
beginning and it was never solved. During that period of time, I've always
had to restart in safe mode and replace the corresponding file (KBDFA.DLL)
with another correct version manually. Now I'm facing the same problem in
Vista, and this time I couldn't find a way to replace that DLL file using the
same algorithm. I've tried to login in safe mode as an administrator, but I
still don't have the access to do so. Generally, I'm looking for a way to
replace such DLL files manually in Windows Vista.
 
Those files are protected against replacement using an access control list.
You would have to take ownership of it first and change the ACL to be able to
replace it.

There has to be a different way to fix this. Have you talked to Microsoft
about it?
