Keyboard layout on logon screen

After installing Win.2000 with a US Keyboard layout, if I
change the keyboard (e.g. to French) as well as the
settings in the input locales to the new one, it will not
work properly on the logon screen. Only after logging on,
it will take the right settings. Hence, on the log on
screen I always have the US layout.
Is there a registry key which need to be modified for this
to function correctly?
