keyboard emulation

I would like to connect 2 PC in such a way that the first is seen as
keyboard by the second. Are there any devices that would allow me to log in
via ssh to the first machine and try to rescue the second one as if I were
in front of it?

Are you talking about "Remote Assistance" in Windows XP?

I mean hardware solution because sometimes failure happens before system
boots up correctly. Capturing video seems pretty straightforward but I
have no idea how to emulate keyboard.

You don't emulate anything. it's a hardwired connection or
it's over software and it can't be over software to be
useful for your goal because the purpose is to work with a
system in an unknow/bad software state.
