Keyboard default settings

I just upgraded to Window XP Pro & now when designing my forms and reports I
need to press the Ctrl key & Arrow keys to Micro move a control.
When using Windows 2000 All I needed to do to micro move a control was to
select an arrow key.
Is there a place in Access or Windows XP to change keys settings so I do not
have to press the Ctrl key to micro move a control?????

Using the Ctrl key reverses the behavior of how the "Snap to Grid" works.
Turn off Snap to Grid and the micro moves work without the Ctrl key, turn it
on and the action is reversed. Since I upgraded both the OS and Office at
the same time, I can't be sure which changed the behavior, but I suspect
it's Access, not Windows XP.
