Keyboard characters are different than typing

I have Windows XP Pro and i have this problem:
Symptoms:
When I am typing characters in any application, i.e. MS
Word, the characters are different than the keys that I
am typing. I must to close the application and re-open
again in order to work around the problem.

What is the cause?
What is the solution?
