Keyboard and mouse won't work

I have an old Gateway model P55C-200 I am working on and need some ideas.
Once booted into Windows, the keyboard and mouse no longer work. I see
during boot-up that Keyboard is detected and Mouse is initialized.
However, I CAN get to the BIOS and the keyboard works fine there. I
navigated to the error log and found time and again 'Keyboard not found', as
the error.
Since I can use the keyboard in the bios and if I start from a boot floppy,
I reformatted the hard drive and reloaded Windows 98 SE. Everything rocked
along just fine until the second restart and then the mouse and keyboard
stopped working.
I'm stumped. Any ideas?

Try it with the keyboard connected and the mouse disconnected. If that does not work try it with just the mouse.

Have you tried using a different keyboard and a different mouse? Perhaps
there may be something weird about the keyboard that would make it not
work with Windows 98? I assume the system originally came with Windows 95?
