Keeps Restarting

When I first loaded XP, the program would not load the driver for my printer. I got an error message, could not find file. This was any file, no files for printer drivers. I reloaded the program, thinking a file did not load. Near the final part of the install, the computer restarted. Now it keeps cycling through restart. I can't get anywhere, not even the safe mode.
 
do you have any data on that pc you need? if yes then unplug harddrive reconnect as slave to another pc as a D drive and pull out your files. Then, you put it back in the pc, boot from a cd, destroy the partition fdisk it and start rom a clean slate. that would be the easies way to save a lot of headache.
 
I tried the fdisk, selected delete partition, and then
make new partition. I got a message something to the
effect partition full. I couldn't make a new partition.

nope didnt do it right. try again. that doenst make sense. once you deleted the partition, you have clean space nothing on your pc. if you have original xp bootable cd, then boot off of it and do the setup and it will take you through options to delete and create, and format a new partition.

This time I went into bios, made sure I was booting from
CD. I put the original xp CD into the drive and the same
thing happens, keeps restarting. I even tried my CDRW,
thinking it may be the master, keeps restarting.

When I did the fdisk, I used my old 98SE floppy to stop
the restarting and get into the fdisk option.

I can't get to the control panel.

I read something about repair, but can't get to that
either. I did get to something that reconfigures to last
known working ?????? I also got to boot from CD options.
It doesn't matter it just keeps restarting.
