keeps changing settings

every time I shut down. IE changes settings of internet
options windows, connections tab in tools, to "never dial
a connection" and "use proxy always" so I have to change
these settings to "always dial default" and untick proxy
before dial up connection appears in windows 98SE, Anyone
ever come across this before?
