Am I able to keep all the updates I downloaded via Windows Update in a
directory on my hard drive for the next time I install Vista, and then
install them manually? So I don't have to download them every time I do
a fresh install. Are they being kept somewhere already on my hard drive?

Only if you visit MS Administrative update pages, and physically download
the update setup files

No.

If you want you can manually download updates and save them for installation
later

Start with SP1 for Vista, then downloaded future updates from the catalog to
save.

http://catalog.update.microsoft.com/v7/site/Home.aspx
Click Add button for each update you want to download. Once you have what
you want, Click the "Go To Download Basket" link. Type in or browse to the
location where you want the updates saved to and then Click the "Download
Now" button.
Once downloaded, you can then burn them to CD.

They're all available from Microsoft's Download Center
(http://www.microsoft.com/downloads/Search.aspx?displaylang=en), but it
seems like an unnecessary precaution. After all, once an OS is
installed and properly configured on fully compatible hardware, and if
properly maintained, there'll only very rarely ever be a need to
re-install it. (You know, such cases as hard drive failure or
irrevocable malware infestation.)
