Keeping Proportions when restoring down a page

How do I keep my page in proportion when I "restore down" a window? I'm
having problems with pictures "moving" to make everything fit. For example,
the following page shifts the map into the background image. How do I keep
that from happening?

Surround the entire page in a two-column, one-row table. Size the left cell
wide enough to protect the background picture, and put all your page content
in teh right column.
