As a wise man once said, "there are seldom good technological solutions to
behavioral problems." Whose computer is this? If this is your family
computer, and your sister-in-law isn't abiding by the house rules, don't let
her use it. It isn't like air or water; nobody actually *needs* Internet
access in order to survive.

That said, if all you care about is IE history, and you aren't concerned
with blocking stuff (only looking at the trail of breadcrumbs she leaves,
for forensic purposes) you could perhaps do something via Group Policy - not
sure if this won't screw up your own / admin's access to same, though (I've
never used it for this). User Configuration\Administrative Templates\Windows
Components\Internet Explorer\Internet Control Panel\Disable Changing History
Settings (enable)

Or perhaps check out the Shared Computer Toolkit :
http://www.microsoft.com/windowsxp/sharedaccess/overview.mspx

.....or parental control software.
