Keeping Outlook 2003 tool bars from changing

The line/list of services under the File, Edit, View drop downs at the top of
Outlook keeps changing depending on the view and many become hidden in drop
down menus.
Is there a way to stabilize the "line/list location" of these services
(instead them auto rearranging. IT would also be nice if these were
consistent as much as possible throughout Office products. ).

It should be changing according to which type of folder you're viewing, but
it shouldn't be changing within the same folder when you change views in
that folder.

Why not disable the "smart" menus? Right-click an empty area of the menu
bar and choose Customize, then check "Always show full menus".
