Keeping my Header when linking viewers to sites outside of mine

I have a website that I want to have links on that will take the viewer away
from my site. Since I do not want this to happen, is it possible to send
them to the other site, but still keep my header & navigation system in place?

I have seen this on some other sites but do not know how its done or if its
possible with Front Page.

Set the target of the hyperlink to a new page.
Right click your link, select Hyperlink properties, click Target Frame and select new window.

If you use frames, you could open the other site in a frame.
