Keep getting a sending error for my hotmail account

I have been using hotmail with outlook 2003 for about 5 months and it has
been working fine until last week. Since last Wednesday, every time i
attempt to send a message, i get the following error and the mesage sits in
the outbox folder.

Task 'Hotmail - Sending' reported error (0x800CCC33) : 'Access to the
account was denied. Verify that your username and password are correct.The
server responded 'Forbidden'. 'The contents of the outbox disapear, to be
replaced with a message from Hotmail Staff
about protecting users from spam this leads to a rerouting page, or or to a
404 error page.

If the origninal out going message is removed from the outbox and I
send/recieve again stored contents of the mail box return. This whole thing
is now begining to annoy me greatly.

Are you using a paid Hotmail Account? If not, they are slowly removing
access to Hotmail from both Outlook and Outlook Express except for paid
Hotmail or MSN Premium Accounts.

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.
