KB914388 Preparing Network Connections DHCP Client Hung

Just a warning, we've had a rash of Windows 2000 machines in the
company that get stuck on "Preparing Network Connections" for minutes,
as well as "Applying Computer Settings".

This slowdown is also accompanied by a series of event logs, some of
which most notably state that The DHCP Client service hung on starting
(Event 7022) and No Windows NT or Windows 2000 Domain Controller is
available for domain (Event 5719).

After going through piles and piles of solutions on newsgroups,
experts-exchange, etc, no one really had a solution.

While I don't have a solution, I have found the problem. HotFix
KB914388: A remote code execution security issue has been identified in
the DHCP Client service that could allow an attacker to remotely
compromise your Windows-based system and gain control over it.

After a fresh image with no windows updates, the computer did not have
problem with preparing network connections. From here, I installed
windows updates one by one until I came upon the culprit. Finally, the
result was KB914388.

After installation of this hotfix the computer was again stuck on
preparing network connections along with these errors. Once I
uninstalled KB914388, the problem went away.

I wish I could say just don't install it, but it fixes a serious
problem, so you don't have much of a choice.

Anyone from Microsoft want to comment?

BTW - I rolled this patch out to about 200 Win2K clients and servers with no
such issues.

I am having the same problem but it only seems to be associated with my Dell
D600 laptops which are running Windows 2000, other units have not
experienced the same DHCP Hung error.

One work around, although if you have a lot of PC would be tough to do, is if
you hard assign a IP address the problem does not occur.

Same answer. Call for help. If they don't get calls they don't know
something's broke.

This is a long shot but check to see if RAS (Routing and Remote
Access) service is set to run. If so, set it to "Disabled" and restart
and see if this fixes it...

We received a fix, from MS, to test and on one machine it has been
successful, the fix was to edit
HKLM\System\CurrentControlSet\Services\DHCP\DependOnService and append the
word "ProtectedStorage" without the quotes, the Reg key is a REG_MULTI_SZ so
if you want to test this use Regedt32, I do not accept any responsibility if
it crashes your machine but it worked on one of ours - I also have a VBS
script to edit this key and append to it, if anybody wants it email
(e-mail address removed)

I'll second CogX. The registry change made the patch work correctly for me
after its re-installation.
 
I will "third" the registry fix. I had the exact same symptoms on my
Dell D600 and the registry edit immediately solved the issue. BIG
thanks!!

The registry fix does seem to resolve the issue. Did Microsoft happen
to let you know if the fix has any negative side effects? Just curious
what the result of adding that ProtectedStorage to the registry will
be. Does it remove the purpose of the patch in the first place?
