How do I get the HotFix for this KB article

Well Shane, as the article says, contact Microsoft Product Support Services to get it.

I notice Microsoft's public news groups are listed under Product Support Services, however in this case you might have better luck contacting Microsoft directly.

Hotfixes are not given out without a support call. The reasoning is they are
not tested as heavily as service packs, so handing them out to anyone who
chooses to apply them could make MS responsible for new issues that arise
from a hotfix that should not have been applied.

The only way to get a hotfix is a support call. If your issue is determined
to be the issue for the hotfix, you will not be charged for the call. The
same is true if you have discovered a new bug in the software. If, however,
your code turns out to be the issue, you will be charged.

If you are sure your issue is releated to the bug, call and get the fix.
