KB835732 breaks Oracle 8i database service

After installing the last batch of patches some of our
Oracle 8i databases would no longer start. What was
happening is that the OracleServicedbinstance service was
frozen at Starting in the Services Manager and the
database instance wouldn't start. After uninstalling the
KB835732 patch that service was no longer frozen and the
database would start fine.
