I am prompted to download and install this security
update every time I start my computer.

I follow the process and complete the download and
installation.

But then I get to do it again, and again,and again.

How can I get out of this loop with KB828741?

I think that you will find that if you perform a shutdown of your PC, which will then reboot your system, then go back to "Windows Update" and "View Installation History" you will find that the Update is successfull. Most of the time when you do your updates you will be told to shutdown anyway. You also want to make a practice of checking your history first so that you do not put in the same download again.
