Using the MS site I find that this update is critical. I
install it and then re-scan and the MS site tells me once
again that I need the update. I've installed it 8 times
since January. How do I make it take?

The first time you installed the 828026 update, it may not have registered
properly.

Go to start/Run and type: regedit and click OK. In the registry editor,
navigate to the following location.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Updates\Windows XP\SP2

Click the "+" sign next to the SP2 key and you will see the list of hotfixes
cataloged by KB number. Locate the kb828026 entry and Right Click/Delete
this key.

Exit and reboot the computer. Return to the Windows Update website and
install the update again. Reboot again after it is installed.

My computer at work had this problem (along with about a dozen other
computers). network techs updated a windows loader program from version 25
to version 28 and fixed. I do not know the whole routine used.
