junk mail

Most of my "Good" mail is being classified as "Junk" mail even though I have
set all criteria to minimum values. How can I turn off the Junk mail
filtering entirely?
 
I have already checked "Tools | Junk mail options | No Automatic filtering".
It didn't help.
 
I have:
No automatic filtering
No blocked senders
No automatic filtering
All International encoding blocked
This is what I meant when I said "all criteria set to minimum values"

I don't see anyway to turn it off completely. I would have thought that
would have done it.

I'll try testing some things.

What does "All International encoding blocked" mean? Do you mean you
blocked all international domains?
 
If you have all International encoding blocked,
hopefully you unchecked the more common ones
like Western European and US_ASCII.
