Thanks for your posting here.
You can click Tools ->Options in Outlook 2003 and select high level Junk
emails filter.
Another suggestion would be to add the user to the Junk senders list or
create a rule for these Junk emails.
In addition, you can also download and install the Client version of the
Outlook 2003 Junk E-mail Filter: KB832333 package now.
