Junk Mail update cannot be applied

I downloaded and tried to install the Junk Email update (KB916521) but
received the error message in a window: "The update cannot be applied." This
occurred even AFTER I also went to the download page and reinstalled the
"Genuine Microsoft Office Software" Active X control.
I also discoveered that the "detect and repair" function is incapacitated as
well -- even when I try to install/repair from the original Office 2003
Standard CD. I receive the message: "Microsoft Office Standard Edition 2003
Setup failed."
The programs all work, but it appears there are some serious bad things
going on. I'm virus-protected and firewalled. Any suggestions on a fix or
workaround?

It sounds like an issue more with Windows Installer or Office setup. I'd try
a general or installation Office group for this problem. They are probably
more familiar with this type of issue.
