Junk mail is deleted before I can check it

Outlook 2003 tells me it's moving messages into the Junk Mail folder, but then it deletes them immediately, so I have no chance to see if it's really junk or not. How do I turn off this auto deletion? There's no mail rules for this. What am I missing?
 
Check your junk mail settings. Tools, Options, Junk Email. Make sure it's
not set to automatically delete the junk mail. If it's not set that way
check your view in the Junk Mail folder.

The junk mail settings are on LOW, and the Permanently
Delete junk mail box is not checked.

I've found it was the mail rules I setup. I have four
rules that move messages sent to each of my email
addresses into an apporpriate folder. It seems that these
rules run after the Junk Mail function so my rules move
the messages from Junk to an email folder.

What can I do to still separate my mail automatically but
leave the junk mail in the junk mail folder?
