Junk Mail Filter Broke

I just:
1) Installed MS Office SharePoint Designer 2007;
2) Defragmented the Outlook program hard disk;

One of these things (maybe neither) has caused the Outlook 2003 Junk e-mail
filter to stop working. Now all junk comes into my inbox. I have tried
restarting Outlook and resetting the settings under tools, options. All to
no avail.

Any idea how to fix this? Has anyone else had this happen? It is very odd.

After a 12 hour repair that hasn't changed the behavior at all.

I suspect that SharePoint designer may have changed a registry key that is
not touched by changes in the standard Outlook settings.

Has anybody come across a situation in which the Outloook 2003 junk e-mail
filter is set at a high level, but Outlook completely ignores it?

I too spent many hours fighting the junk filter. I still don't know if it
is because of too many email accounts, too large a pst, or whatever. I
tried a few times to start over and rebuild my Outlook accounts from
scratch, adding the rules, etc.

At some point, the junk filters stopped working--every time.

My solution was to start using CA Anti-Spam from
http://home2.ca.com/DRHM/servlet/Co...nsum&Locale=en_US&Env=BASE&productID=50708500

This is the old "Qurb" product. It seems to be 100% effective at blocking
spam.

In all honesty, other junk mail apps will do better than outlook - it's
there for basic junk email filtering and meets the needs of many users- but
other users need something better. SpamBayes is also highly recommended -
it's free, in what seems to be a perpetual beta.
 
Thanks. I installed Outlook Spy and found that the junk e-mail message that
he recommends deleting was not present, so it couldn't help.

1) Delete FILTERS.TXT;
2) Run "Repair";

I understand part 1, but I don't understand part 2.

I've been looking for a fix for this for a long time.
