I had been using the Junk Email Reporting Tool for some time. Then, upon
opening Outlook one day, I received an error message regarding the tool; I
didn't save the message but it had something to do with "...there was an
error with..." and "...use the Add-in Manager to restore...". Like I said, I
don't remember the exact verbiage. Basically, the problem is that the icon to
click on to report an email as junk is missing from the tool bar. I tried to
use the Add-in Manager but could find no associated .ECF files. I then tried
to uninstall and reinstall the tool a couple of times, also to no avail. I
have also tried to re-register the .DLL. I have seen some other posts
sprinkled about the Internet of people having similar problems but have found
no solutions. Is there a fix for this out there?

I ran into this issue as well, and by accident I reproduced the issue for
another plug-in and was able to figure out how to enable the plug-ins.

Micorsoft put this is in a very strange place.

1. Open Outlook
2. Click on the Help Menu -> About Microsoft Office Outlook
3. Click on the Disabled Items... button at the bottom of the dialog box
4. Select the plugins that you want to enable
5. Click the Enable button
6. Click on the Close button
7. Clock on the Ok button in the About Microsoft Office Outlook dialog box
8. Close Outlook
9. Open Outlook again and you will now see the Junk Email Reporting Tool
button on the toolbar.
