One of our managers is receiving junk e-mail that appears to mailed to him
from himself. He cannot assign this sender to the junk mail list since the
machine thinks it is internal e-mail. Is there a way around this? Is this a
bigger problem than it appears to be since someone is using his e-mail?

This is a normal fact of modern life. Just ignore it as you would any other spam. (And get a better spam filter on the server or client that can distinguish it.) He definitely should not have his own address set as a safe recipient.
