Only Outlook 2003 has a built in Junk E-mail filter.
The option you are refering to is to block senders. You can do this by
rightclicking the mail and choose to set it as Junk E-mail.
Note that blocking spam this way isn't very effective anymore as junk -email
senders continuesly changes the address

I thought there was supposed to be an option to flag a sender as a 'Junk
Mail Sender' (or "Add to Junk Senders List" or something like that. But I
