Junk e-mail options are missing

I can't seem to find any settings for Junk E-mail. I've looked on Tools/Option
and they seem to be missing. I've read other posts that talk about changing th
security level to high but I can't seem to find it anywhere. What am I missing
How do I get that option

(I changed my reply address; remove all CAPS and _underscores_ from the
address when mailing)
 
Try looking under tools and then use the rules wizard.
Create a rule to filter or delete junk mail.

I'm using Outlook 2002, SP-2. Sorry I didn't respond right away. Had a hard drive failure to recover from. :

I thought there was supposed to be an option to flag a sender as a 'Junk Mail Sender' (or "Add to Junk Senders List" or something like that. But I can't find it anywhere. What am I missing

Only Outlook 2003 has a built in Junk E-mail filter.

The option you are refering to is to block senders. You can do this by
rightclicking the mail and choose to set it as Junk E-mail.

Note that blocking spam this way isn't very effective anymore as junk -email
senders continuesly changes the address
