JPG not visible

I'm running Windows XP SP2 with the recent jpg vulnerability update applied.
When I go to this site:

http://66.45.24.242/citycam/video6.jpg

ie locks and the jpg fails to appear.

When I go to the same site on a Win 2003 system w/o the jpg vulnerability
patch, the jpg shows fine.

How do I fix the Win XP machine so this and other jpgs show?

Works fine on my XP SP2 with the GDI patch installed.

Steve , I thought this JPEG vulnerability did not apply to SP2 . Unless i
just misread it.
