jpegs saving as art or bmp

when trying to save a picture as a jpeg from the web it only gives me the option to save as bmp or art...if i save to that format when i try to open the file in windows picture veiwer it will not let me open and says preview unavalable....it never used to do this.... any help appreciated..
 
It's time to perform some Spring Cleaning:

Go to Start > Run and type: CLEANMGR.EXE , and hit enter.
This will start your disk cleanup utility. Make sure to cleanup
your Temporary Internet Files.

Clear the Temporary Internet Files. In IE>Tools>Internet Options>
Delete Files button. And check the box to Delete Offline content.
