I'm looking for a piece of freeware that can be used to change BMP files to
JPEG and other formats, vice-versa, and to cut certain parts of JPEGs and
enlarge them etc. Anything good out there?

I'm beginning to like XnView more and more. A matter of opinion, I guess.
I really didn't use all the things IrfanView does. And I admit it does
more. But XnView fulfills my wants. Nice clean interface also.
Still a large download. But after all the plug-ins I had with IV it's about
the same. Try both.
