jpeg files saved as background on desktop

I cannot use a jpeg file as a background for my desktop. I
think that it pertains to making my desktop active. I have
followed all the insructions to make it active and nothing
seems to work. Help

The easiest way to use a jpeg as a background/wallpaper

is the following:
1. Right click on the jpeg and open in Internet Explorer.
2. Right click in Internet Explorer and click on Set as
Bacground.
3. Close IE and you should have the jpeg as your
background.
****The only thing hard part is trying to figure out what
picture to use.****
