JPEG and AVI to video CD or DVD software

I run windows 98 SE and am looking for some software that will take the
formats from my camera, JPEG and AVI, and allow me to make a CD that is
viewable via a DVD player. I have not found any software that will do both.
Any suggestions are welcomed. Thanks so much.
