jet - how do i avoid?

I have not used access for about 4 years and now have a project that will
need to access an Access database but I understand that jet is now obsolete

This will be an access 2000 database, I have no control over this.
what is the recommended approach for accessing Access database using .NET
technologies?

I don't know about using .NET with Access databases, but someone else may be
able to answer your question there. However, Jet is not obsolete. The
article you refer to simply says that Jet components are not included in
MDAC versions 2.6 and higher. You can still install the Jet components
separately -- http://support.microsoft.com/kb/271908
